Spraying with drones · Italian law 182/2025, art. 6

Three years of trial. The decree that makes it operational is not out yet.

Italian law no. 182 of 2 December 2025 allows, on an experimental basis and as a derogation from the ban on aerial spraying, treating farmland with drones for three years from its entry into force (18 December 2025). To actually start, the implementing decree of the ministries of Agriculture, Environment, Health and Infrastructure is needed: it sets the land, crops, harmful organisms, products and methods. It was due within 90 days; as of August 2026 it has not been issued.

All the flight rules still apply

Spraying is an operation in the Specific category, with its own scenario (PDRA, SORA), a controlled area, a trained pilot and a risk assessment. ENAC has already published AltMoC IT-UAS-2026-002 for agricultural operations.

02 · ON THE PRODUCT
On top of that, the plant-protection rules

A trained professional user, compliance with the National Action Plan, a certified notice of start of activity (SCIA) to the regional plant-health service before each treatment, and an agronomist’s report certifying the conditions.

03 · IN INARIA
Two checks, never mixed

The aviation side and the plant-protection side are checked separately. The agronomist has their own login and signs the prescription; the file for the competent office is prepared from the plan. The rules of each territory are loaded when they are issued, they are not written into the program.

When the decree comes out, the three years will already be running. Those who prepare now — aircraft, qualifications, procedures, an agronomist they trust — start first. This software does not issue authorisations and does not authorise any flight: it prepares the documents with which the operator applies for them.
